Change Directory event is not triggered for SFTP connections

The Change Directory event is not triggered for SFTP connections on Robo-FTP Server.

Many SFTP clients, including Robo-FTP, simulate the appearance of a remote working directory because human users are conditioned to think of file systems in terms of the current working folder and because traditional FTP incorporates the concept of a working directory.

Despite the interface, SFTP sessions always use the full path for every transaction so, from the server's point of view, there is no current working folder.
