Are Robo-FTP Server accounts able to access files or folders above the "root" folder?
A Robo-FTP Server user account is not able to access folders above its individually defined "home folder" unless the account also has access to a Virtual Folder that has a physical path above the account's home folder.
Folder and Virtual Folder access in Robo-FTP Server is limited by Windows file and folder permissions.
