When installing the service and selecting the "Log User On" option, it is not possible to specify a user that does not have a password

This is not a limitation of Robo-FTP. This behavior is controlled by the Windows local security policy.

You can find this setting under Security Settings\Local Policies\Security Options → Accounts: Limit local account use of blank passwords to console logon only.
